The fee, based on Saitama's existing charge of 8,000 yen ($51) per five minutes, aims to deter reckless climbs, with authorities also requiring detailed climbing plans for off-season attempts. Mount Fuji's official climbing season attracts around 200,000 hikers annually, but off-season climbs are discouraged due to closed facilities and harsher conditions.
